The BP Drilling and Wells Operations Policy (DWOP) applies to all drilling and well operations, including well construction, drilling, testing, completion, workover and intervention activities, related to all work performed under the control or supervision of BP, or on behalf of BP as the operator. The policy shall form part of the contractual relationship between BP and its service providers. Sections 1.4 and 3.1.1 of the Policy mandate that all staff and contractor personnel involved in the management and supervision of drilling and well operations for BP shall be knowledgeable of the Drilling and Well Operations Policy and are responsible for compliance with this Policy.
Sections 1.4 and 3.1.1 apply to those Contractors on any Gulf of Mexico offshore drilling, completion or well intervention operation, designated by BP to have the primary contractor safety management system to be used onsite. Generally, this is the Rig Contractor when rig operations are conducted. For non-rig operations, Contractors managing coiled tubing, wireline, diving, and other similar operations may also be designated by BP to have the primary contractor safety management system to be used onsite.
Designated Contractor Representatives shall be knowledgeable of DWOP. The term “Designated Contractor Representative” shall include those personnel from the Lead Contractor who have authority to direct the overall rig or non-rig operation, well drilling, completion or intervention operations. For any rig operation, this shall always include the OIM, Rig Manager, and Toolpusher.
The Designated Contractor Representative’s knowledge of DWOP shall include awareness of the Policy, familiarity with the elements that it addresses, accessibility to an electronic or hard copy version, and the ability to provide evidence (e.g., through documentation, demonstration or explanation) as to how compliance is achieved for all areas under their accountability.
